Trash removal is handled by a
commercial firm(PDS) under contract with the Association.
Trash is to be placed in plastic bags and set at curbs for pick-up on
MONDAY mornings (generally around 6:30 A.M.). Place your trash on
the curb no earlier than 6:00 PM Sunday night. No trash pick-up will be
made on Thanksgiving Day, Christmas Day and New Year’s Day. If one of
the previous mentioned holidays falls on a Monday, trash will be picked
up on Tuesday. Regularly scheduled pick-ups will be made on other
holidays falling on Mondays.
Furniture, appliances, and other large items are collected on Thursday
only. You must call PDS for bulk pickup for those items. Rocks,
concrete, dirt, bricks and cinder blocks will not be removed.
Fairfax County representatives have stated that trash may not be left
out overnight, in plastic bags - to do so is in violation of sanitation
laws and could result in mandatory use of trash cans and higher
collection costs(and your Association fees).
Storage of personal property outside
fenced areas is prohibited. All personal property is to be kept within
the rear fenced yard, including firewood, lumber, garbage cans, lawn
and garden utensils, and toys. As a security measure, ladders should be
kept inside.

Please observe the Fairfax County leash law and the "Pooper Scooper" regulation.
Fairfax County Code states that: "An owner or custodian of any dog shall be responsible for the removal of excreta deposited by such dog on the property of another, including public areas". In other words, if your dog does its business on Mews Common Grounds you must pick up after it.
Grounds Beautification & Maintenance
Common Grounds -- Common grounds are defined as any area not owned by an individual homeowner. The homeowner’s plat shows where the boundary is.
The cost
for grounds care and maintenance is one of the largest items in the
association budget.
Although the grass cutting, weed spraying, trimming, and mulching for
common grounds are provided by a private contractor, residents are
encouraged to become involved by serving on the Grounds and Maintenance
Committee and assisting in the community self-help projects.
Vehicle traffic is not allowed on common grounds as the turf and
underground utilities can be damaged. Bicycles and motor bikes should
be used only on walkways (not on grass areas).
Guysborough Drive, up to and
including the circle, is owned and under the control of Virginia
Department of Highways and Transportation. All other streets in the
development are owned and maintained by the Community. The courtyard of
each townhouse cluster is owned and maintained by the homeowners of
that cluster.
An outside contractor is hired by the Association for clearing of snow
and ice from community streets. It is the responsibility of homeowners
of each court to remove snow and ice from the court areas. (Do not use
salt as it will damage courtyards.)
No vehicles should be allowed on courtyards as that can damage them.
Parking & Immobile Automobiles
Each residence in the community has
two automobile parking spaces in the adjacent parking areas. Both
spaces are marked “RESERVED” and are identified with lot number for the
exclusive use of occupants of that specific residence. Additional
parking is available along the service road parallel to Route 50 or
along the non-reserved curb areas within the community.
“RESERVED” parking spaces are not to be used by other residents or
guests, without permission of residents of that court. Please note that
this applies to all parking areas, including those near the tennis
courts.
“VISITOR” parking spaces may be used by guest and residents
Immobile automobiles (either for mechanical
and/or legal reasons) parked in Chesterfield Mews must be restored to
operating condition within twenty-four hours or they may be towed by
the Association at the expense of the owner. Please note that no
portion of the development is to be used for repair of vehicles.
(See Article X, Section 14 of Declaration of Covenants, Conditions and
Regulations).
Mailbox keys are the responsibility
of the homeowner. The U.S. Postal Service is responsible for
maintenance of the boxes. Residents may get extra keys or new
locks from the Post Office.
Your mailbox key lock number can be found inside the clustered mailbox
(generally, on the back side of the lock on the locking bar). You may
want to note that number in case you have to replace the key.
Any exterior modifications, including
planting, plant removal, and painting (with original paint exterior
colors retained) are subject to approval by the CMCA Board. Request for
any changes must be submitted in writing. See the
Architectural Control Guidelines
for additional information.
Architectural Control inspections are handled by Koger Management.
Tennis
Courts
Keys to the courts may be
obtained from the Tennis Committee Chairman. Any homeowner
wishing to use the Tennis Courts must purchase a key
from the CMCA. Fees from the keys pay for the maintenance of the tennis
courts.
Tennis Court Rules
The following rules are designed
to govern the use of the tennis courts in the Chesterfield Mews
Community.
1. Use of the Courts
The tennis courts are PRIVATE and
for the use of Chesterfield Mews Community residents and their guests.
Use courts for playing tennis only
- other sporting equipment is not allowed on the courts.
2. Court Time
Court time usage is limited to one
hour for singles play, two hours for
doubles play. A player, or group of players, may use the court
for
only one playing period, either singles or doubles as appropriate, in
succession. More than one period per day may be played, but not
on a
consecutive hourly basis.
At
some times it may be directed that courts be reserved by residents on a
sign-up sheet provided at the court (and a limitation established at
three playing periods per week). If so, courts not reserved are
to be
used on a first-come, first-served basis.
3. User
Responsibilities
A. Only tennis
shoes are allowed on the courts.
B. Remove all
debris from courts when leaving.
C. Lock gate
when leaving.
D. Tennis courts
are located in close proximity to several homes. Foul
language should be avoided and care should be exercised not to be
excessively noisy when playing, particularly in early morning or late
evening hours.
4. Parking
There
are no parking spaces for tennis court users located near the
courts.
DO NOT use the spaces reserved for residents. (Walk to the courts -
it’s a good way to warm up before the game.)

result in suspension of use of this recreational facility. --
A tot
lot with playground equipment is adjacent to the tennis courts.
The lot is currently not fit for play and all removable items have been
taken down for safety. The lot is slated for renovation in 2010
when the designated reserve funds will be available. There are
two Fairfax County playgrounds in neighboring Mantua. One is
located at the intersection of Glenbrook and Hamilton in Eakin Park I.
The other is located off Prosperity Avenue and may be reached on foot
via the Accotink Creek Trail (see Park Trail)
Basketball
Basketball Goal - a goal is located on the cul-de-sac of Readsborough
Court another at the lower cul-de-sac of Eakin Park Court.
No ball fields are available in the community. The nearest ballfield is on Picket Road, just south of Rt. 50. You can also walk to the field by taking the Fairfax County connector behind the community. Another field is located 1 1/2 miles down Accotink Creek trail or a three mile drive at the end of Woodburn Road.
Accotink Creek
trail runs behind the community. It starts at Rt. 50 & Nutley
and runs for about 2 1/2 miles. It also connects to the Fairfax County
Connector trail.
